Digital trade in Russia and the EAEU: problems and prospects
On October 31, a meeting of the expert working group on digital trade in the EAEU was held on the territory of HSE. Representatives of state authorities, business, academic community and the Eurasian Economic Commission participated in the event.
Experts from the Eurasian Economic Commission, Ministry of economic development and trade, Ministry of Industry and Trade, Analytical Center under the Government, PAO Sberbank, Yandex and Association of internet trade companies discussed topical issues of digital trade development in the Russian Federation and in the EAEU. Among which: the content and wording of the «digital trade» concept; the EAEU regulatory coverage in the digital trade; consumer rights and guarantees in digital trade at the national and supranational levels; development of mutual guarantees of the EAEU countries in trade with third countries. A number of issues were highlighted separately: existing barriers to digital trade in the EAEU; lack of electronic trade statistics in the EAEU; lack of non-tariff regulation in electronic trade with third countries; obstacles to the development of electronic trading platforms, including insufficiently developed legislation in their regulation.
This event was part of the provision of expert-analytical and organizational- methodological support for the implementation of the digital agenda of the Eurasian Economic Union by the Ministry of Digital Development, Communications and Mass Media of the Russian Federation. The organizer was the HSE Competence Centre for Cooperation with International Organizations.
