Actual issues of further development of the digital traceability system for the products and goods movements in the Russian Federation and the EAEU
On November 1, a meeting of the expert working group on digital traceability of the products and goods movements in the EAEU was held on the territory of the HSE. Representatives of business and academic community participated in the event.
Experts from the «Digital transport and logistic» Association, «Interfax», The Russian Academy for Foreign Trade of the Ministry of economic development and trade, the HSE, the Russian Presidential Academy of National Economy and Public Administration and All-Russian Research Institute of Metrological Service discussed topical issues of developing digital traceability of the products and goods movements in the EAEU. Among which: assessment of the traceability system of goods in the Russian Federation; refinement of the traceability system of the products and goods movements in the EAEU; harmonization of the conceptual apparatus on issues of digital traceability; development of the EAEU 2.0 information system and the national segment of the system to support digital traceability tasks. Special attention was paid to solving the following problems: setting specific targets on the implementation results of the “Digital traceability of the products and goods movement in the EAEU (including marking)” priority for the Russian Federation in the short, medium and long term; an action plan for the best implementation of digital traceability of goods in the ECE; solving the problem of returning good quality goods by the consumer; protection of personal data in the cross-border exchange; national segments readiness of the EAEU integrated information system to implement the functionality of digital traceability system; the distinction between the concepts of “traceability of the products movements” and “traceability of the goods movements” in the Decision of the SEES of October 11, 2017 No. 12.
This event was part of the provision of expert-analytical and organizational- methodological support for the implementation of the digital agenda of the Eurasian Economic Union by the Ministry of Digital Development, Communications and Mass Media of the Russian Federation. The organizer was the HSE Competence Centre for Cooperation with International Organizations.
