Best Russian practices for the development of the Eurasian Economic Union digital trade

On November 28, a meeting of the expert working group on digital trade of the Eurasian Economic Union (EAEU) was held on the territory of the HSE. Representatives of state authorities, business, academic community and public organizations participated in the event.

Experts from the Federal Tax Service, Federal Customs Service, PAO Sberbank, Yandex.Market, AO ROEL Consulting, OOO Phyto-Salus, Moscow State University of Foreign Affairs, Ministry of Foreign Affairs, The Russian Academy for Foreign Trade of the Ministry of economic development and trade, Association of internet trade companies and the National Distance Trading Association discussed topical issues in the development of digital trade in the EAEU. Among which: target vision, roadmap and action plan on the implementation of digital priority; replication in the EAEU of Russian developments and best practices on digital priority; digital projects as part of the implementation of digital priority; harmonization of Russian legislation and finalization of Eurasian legislation in accordance with international standards and best practices. Special attention was paid to discussion of the roadmap for the implementation of the digital priority «Digital trade» and the best Russian practices in that respect: simplified customs clearance of export mail items; a pilot project to create a single trade aggregator for small-scale public procurement; "Cashless district" regional project; «Electronic digital trade» regional project; capabilities of the «Yandex.Market Analytics» digital trade analytics platform; Federal Law of June 6, 2019 No. 129-FZ «On Amendments to the Federal Law «On the use of cash register machines when making settlements in the Russian Federation»; the ability to send terms of exchange and return of goods in electronic form; the ability to pay for goods and services with a QR code. This event was part of the provision of expert-analytical and organizational- methodological support for the implementation of the digital agenda of the Eurasian Economic Union by the Ministry of Digital Development, Communications and Mass Media of the Russian Federation. The organizers were the Analytical Center under the Government of the Russian Federation and the HSE.
