Профессор Джорджио Сирилли выступил с лекциями в Институте статистических исследований и экономики знаний НИУ ВШЭ
21-23 апреля 2015 года в ИСИЭЗ НИУ ВШЭ состоялась серия лекций профессора Джорджио Сирилли (Giorgio Sirilli) в рамках магистерской программы «Управление в сфере науки, технологий и инноваций» (Governance of Science, Technology and Innovation).

21.04.2015 – STI policy in OECD countries
The main transformations of the science and innovation systems of the world will be addressed on the basis of the analysis developed in some leading OECD publications: the STI Outlook, the STI Scoreboard, the STI Country reports. The following issues will be dealt with: the role of the OECD as an intergovernmental organization; the changing innovation landscape, in particular the role of emerging countries; the policies implemented by countries in order to address social, environmental and productivity/competitiveness issues; the challenges of the Russian STI system as reflected in the OECD Country report. The approach will be problematic, underscoring the strengths and weaknesses of the theoretical and practical approaches adopted in various countries for the analysis of the innovation phenomenon.
22.04.2015 – Innovation Statistics
The lecture will address the following issues: the theoretical foundations of the measurement of innovation and the Oslo Manual in the context of the OECD “Frascati Family” manuals; the key definitions and procedures laid out in the manual and a description of the CIS questionnaire used in OECD and non-OECD countries; lessons learned from the data collection procedures adopted in various countries; lessons learned using the data collected through the surveys and the positioning of various countries; the use of innovation data in the STI policy making.
23.04.2015 – The role of PRIs in the national innovation systems
PRIs are a key component of the national innovation system. In recent years, they have undergone significant transformations as governments intervened to change their mission and organization in order to better achieve national socio-economic objectives. Reference will be made to the history and the role national academies in some countries, the definition of PRI in the context of the Frascati manual, their strategies, organization and personnel. Particular attention will be paid to R&D evaluation, an issue which has become central in the S&T policy debate, and which is introducing profound changes in PRIs and universities.

Джорджио Сирилли — научный директор Института по изучению устойчивого экономического роста при Национальном исследовательском совете Италии (Research Institute on Sustainable Economic Growth of National Research Council — IRCrES). Активный участник и бывший председатель Рабочей группы национальных экспертов по индикаторам науки и технологий ОЭСР (OECD Working Party of National Experts on Science and Technology Indicators, NESTI). Автор более 200 научных публикаций.
Кроме того, профессор Сирилли - большой друг Вышки и уже не в первый раз читает лекции в Институте статистических исследований и экономики знаний НИУ ВШЭ.
