SEARCHING FOR A NEW MULTIPOLARITY ARCHITECTURE:

INTERNATIONAL COOPERATION OF THE EAEU

Schedule: May 29, 2020, 10.00 – 12.00

The round table is organized by the National Research University Higher School of Economics in cooperation with the Integration club under the Chairman of the Federation Council of the Federal Assembly of the Russian Federation

Working languages: Russian, English

International cooperation is one of the main EAEU`s activities that combines traditional forms of cooperation with the third countries and international institutions, and new projects of integration with other integration initiatives. It uses international standards and the best practices to improve the legal framework of the Eurasian integration, increase the stability of the economies of the participating countries to external and internal challenges. The current situation of the global economic crisis and the global epidemic has become a serious challenge for both the EAEU member countries and the Union as a whole. The crisis and the necessity to overcome its consequences, the rise of protectionism, border closures, the decline in the global economy and trade turnover between countries, and the break in global and regional production chains will obviously affect the strategic agenda of the EAEU and recent ambitious plans to create a wide network of agreements with individual states and associations, and open new markets for products produced by participating countries. At the same time, the coordinated system of external relations of the EAEU will continue to play an important role in terms of countering internal and external threats to the development of the five countries and the overall Eurasian integration project.

Simultaneously, the crisis reveals the obvious inferiority of the world system based on national egoism, rivalry, and the hegemony of individual states. Strengthening the international legitimacy of the EAEU is of great importance for the national interests of the countries-participants of the Union and the emergence of a fundamentally new architecture of multi-polarity. In many ways, this helps to define new strategic directions of international cooperation in the modern world that is proving to be fragile and vulnerable to a new challenge, and is requiring the development of robust, sustainable mechanisms of cooperation in financial, socio-economic, infrastructure sectors.

Key issues for discussion:

·     The impact of the current economic crisis, increased protectionism, sanctions and trade wars on the processes of Eurasian integration

·     New possible formats for interfacing and outreach collaboration as tools of the multipolarity architecture

·     The EAEU as a subject of world trade and trade policy: between the new regionalism and global protectionism

·     How to set priorities, ensure a coordinated approach and increase the contribution of the EAEU to the global agenda: interaction of the Union with third countries, international organizations, integration associations

·     Advantages and opportunities for Russia in implementing the new «foreign policy» of the EAEU

·     International activities of the EAEU: view from the Union countries
