Analysis of possibilities for cooperation between Russia and the OECD based on the AHML's strategic tasks

The Organization for Economic Cooperation and Development (OECD) holds a special place in the system of international institutions and represents a successful example of sustainable development amid the changes in the global economic and political context. 

Unlike the IMF and the World Bank, the OECD does not allocate funds. On the contrary, most of the OECD analytical projects are implemented through mandatory and voluntary contributions from its members and partners. Nor does it have any legal or military coercive means (like, for instance, the UN or NATO). International regulatory and legal framework of the OECD is classified as a soft law as it is generally of advisary nature. Nevertheless, the OECD has been and remains one of the most authoritative international organizations.


The OECD activities related to the housing sector include:

  • regional and territorial development;
  • ecology and green growth;
  • social issues and inclusive growth;
  • competition;
  • consumer policy;
  • education;
  • employment and migration, the labor market;
  • power engineering;
  • investments;
  • scientific and technological and innovation policy;
  • state and corporate governance;
  • taxes;
  • statistics.

 

The main documents determining areas of the current cooperation between Russia and the OECD are:

1) Legislative work plan for bringing the Russian regulatory framework into line with the OECD standards (approved by the Government Commission for Economic Development and Integration, dd. March 13, 2013);

2) Plans for the Russia-OCED cooperation, including:

• Action plan for cooperation between Russia and the OECD for 2016 (approved by Dmitry Medvedev, the head of the Russian Government, dd. 14.02.2016 No. 957п-П2);
• Action plan for cooperation between Russia and the OECD for 2017-2018 (approved by Igor Shuvalov, the First Deputy Prime Minister of the Russian Federation, dd. 18.01.2017 No. ИШ-П2-211);

3) Plans for the participation of the Federal executive authorities in the meetings of the OECD workings bodies, including: 

• Plan for the participation of the Federal executive authorities in the meetings of the OECD workings bodies for 2017 (approved by Igor Shuvalov, the First Deputy Prime Minister of the Russian Federation, dd. 22.12.2016 № ИШ-П2-7871);


4) The protocols of the subcommittee on economic integration of the Government Commission for Economic Development and Integration for 2015-2017, including:
• Minutes of the meeting of the Government Commission for Economic Development and Integration chaired by Igor Shuvalov, the First Deputy Prime Minister of the Russian Federation,dd. June 1, 2016 No. 3;
• The protocol of the subcommittee on economic integration of the Government Commission for Economic Development and Integration, chaired by Igor Shuvalov, the First Deputy Prime Minister of the Russian Federation, dd. November 29, 2016 № 1.

The tasks to be performed by the Agency for housing mortgage lending under the Protocol, dd. 01.06.2016, are:  

para.I.2: To support the proposals of the Russian Ministry of Economic Development on the selection of the State programs: "Health Development", "Education Development" for 2013-2020, "Social Support for Citizens", "Affordable and Comfortable Housing and Public Utilities for Russian Citizens", "Development of Foreign Trade", "Development of the Transport System", "Development of Industry and Competitiveness Enhancement " and the State Program for the Development of Agriculture and Regulation of Agricultural Products, Raw Materials and Food for 2013-2020 in order to use the tools and best practices of the OECD in the implementation process.

I.4 For the Ministry of Construction, Housing and Utilities of the Russian Federation in cooperation with the Ministry of Finance, the Ministry for Economic Development, the Central Bank of Russia and JSC The Agency for Housing Mortgage Lending (the AHML) to analyze the OECD recommendations in the field of mortgage lending and to ensure that the necessary provisions are taken into account when finalizing the State Program "Affordable and Comfortable Housing and Public Utilities for Russian Citizens".

The Protocol of 29.11.2016 does not contain direct instructions for the AHML. However, there is a number of instructions that affect its interests directly, including:

II.3 For The OECD-HSE Partnership Centre and the Russia-OECD Centre RANEPA to distribute the work on the projects and, following the assessment of the priority projects, send conclusions on their compliance with the standards to Mr. A.A. Slepnev, Deputy Chief of the Government Staff of the Russian Federation, Director of the Department of Project Activities.

para. II.4: For Mr. A.A. Slepnev, Deputy Chief of the Government Staff of the Russian Federation, Director of the Department of Project Activities to ensure that the Centres’ conclusions are introduced for the consideration of the project committees and the OECD standards are implemented in the priority projects.
